Executive Duties In The Giuliani Administration: Office of Intergovernmental Affairs, Human Resources Administration 1993–1997, NY, NY

• Director, Intergovernmental Affairs Office of Special Projects/ Inter Governmental Affair’s Computer Liaison to Management & Information Services. Challenged with underdeveloped oversight of four Multi-Service Centers (complex stand-alone sites) throughout New York City. Trained and managed field staff of in oversight activity and to drive progressive changes improving delivery of services. Also, oversaw multi-million dollar budgets, and physical facilities.
• Coordinator of HRA Web Page Start-up. Challenged with development/oversight of HRA’s webpage, which was part of an initiative by Mayor Giuliani - to provide services to a broader population at lower costs via new media. Developed presentations to structure the Human Resources Administration’s web page development to organize 30 interagency liaisons from numerous departments, to establish protocols, timelines and goals. Oversaw design and testing of the web page for launch and then provided ongoing oversight for future enhancement. Managed relationship with key stakeholders. Led project resources, forecasting, skills assessment, roles and responsibilities. In charge of project planning and control, issue escalation and resolution. Led project planning, monitoring and control, change management, risk management and communication.
• Administrator of HRA National Voter’s Registration Act. Challenged with an agency that was not compliant with Federal Regulation guidelines, I led teams to enhance training of 3,000 front-line employees, by re-engineering departmental goals and executing new agency training/oversight objectives. Directly supervised eight departmental liaisons for their roll-out of new training program. Efforts served to bring the Agency toward better compliance. Developed and delivered presentations providing documentation of monthly statistics and ongoing training enhancements.
• Agency Coordinator of Commissioner’s Town Hall Meeting Report. Challenged with inadequate commissioner briefings that were last minute and incomplete, developed a process to streamline relevant information that was community specific, from agency-wide data. Coordinated and oversaw personnel for development of a database for ongoing information flow, and to shorten the editing and printing time of the new briefing report for each meeting.
• Liaison to HRA / DSS Advisory Board. (A State/City mandated review board): Maintained protocols and information flow with Board Members. Oversaw coordination of information flow to Board from Department Heads, as necessary, and interacted with Board Members on follow-up.
• Interim Director  Office of Intergovernmental Affairs / Office of Legislative Affairs. Aided in agency press and media related issues, as well as legislative coordination with City Hall for agency issues.
