I have a cutting edge technology product for law enforcement with huge global market and proven demand. What are some London-based VCs I should approach?

We're at the stage where we have a working prototype and can demo great benefits. However, being a small company, we can't easily penetrate the B2G market, as we would be unable to meet most public tender requirements. We're not just looking for VC money, but for a VC partner who can open government doors for us.
