I'm looking to design a physical non-electronic product as part of a startup idea solution.

Are there any go to places to find industrial design folks who can do this affordably, in the same vein as a 99designs?

I think I need more detail on what you're building.
http://www.shapeways.com/ will let you 3D print an object if you have a CAD model. Metal or plastic.
I'm not sure who can do a CAD model for you, but there are manufacturing sourcers available who have on-staff mech-engineers you can use, but that is not on the level of 99design costs.

As other people stated, it's highly dependent on what you're making. Regardless though, the best way to get help is to talk to your potential manufacturers. I worked with seaways injection molding down in Florida and they connected me with a guy who had designed products they made in the past. Manufacturers often need to recommend changes to products to clients so they need to know people with the necessary expertise.
