What is the best channel partner acquisition strategy for an eMoney tech startup?

In many countries, as much as 75% of the citizens can not take advantage of the benefits of e-Commerce by virtue of having no access to formal financial services.

We have spent the best part of the last few years implementing a service that enables citizens to convert any currency into eMoney which could subsequently be exchanged for digital services.

To accelerate adoption, we would like to develop partnerships with online service providers, systems integrators and app developers interested in offering their apps and services to a wider network of end users, and receiving payments in their local currencies without having to invest in additional sales and marketing.

Can anyone recommend a good partner acquisition strategy?
