Does your client need: complex forms, a forum (bulletin board), or offer anything for sale? Certain themes are more compliant with the features you may need.

No complex forms and no e-commerce, at least at first.

Two themes that you can really customize are:
Avada by Theme-Fusion
X Theme by Themeco

A lot of my clients like X theme. I've also used WooThemes Canvas with good results. Really depends on who's putting up the site. In my experience, a bare bones them is good if you've got a skilled WordPress person handy. If not, find something that has most of what you want, and go from there.

I'd also consider finding a theme that has an active user group, on FB if possible, that way you can find someone to help if you run into a problem you can't solve.

I recommend Divi by Elegant Themes. It meets these following criteria, which I use to evaluate all themes:

1) Looks great across all devices
2) Performs well (many themes are dog slow)
3) Is well supported
4) Allows non-technical people to alter the design easily
5) Doesn't look too cookie-cutter, or obvious that you used this theme
6) No security holes
7) Excellent compatibility with most popular plugins (like Woo Commerce)

I use this theme at BrewedinChicago.com and Rendition.net

Hi Christopher,

I have purchased and built many Wordpress website's from ThemeForest.net. They have many categories for different industries and needs; I highly recommend you go to their website and see their offerings.

And all honesty, this does seem like a very straightforward website and if they do not need any email hosting or domain hosting I would recommend using a service like Squarespace which is really easy and fast to set up and your clients should be able to customize their website once it is live.

Divi
Pros:
Drag and drop page builder
Highly configurable has modules for anything you need
You can save modules in your library to reuse them

Cons:
Saving modules is buggy, a lot of templates have been lost to it
Editing is still slow because you have to click through to each module and wait for it to load to edit it
Not fast, the way the module loads slows things down considerably
Can feel like playing whack-a-mole to get some changes nailed down right

If you are going for a premade theme expect something easy and cheap but not fast. I'd always recommend working with a developer since working with the php itself gives a much more predictable and stable website. It can be cheaper as well if you are flexible about the design. A developer can save you money on yearly plugin licenses by using apis as well.
