Affiliate Marketing Programs - Recommendations Appreciated

I'm looking for an easy way to track and pay affiliates/partners that send business to my SAAS app. Any recommendations? I've looked into Share a Sale and Commission Junction but they're expensive. I've been unable to find a program for startups.

Do you need an affiliate base? Or can you build it on your own? If you need an affiliate base, you have fewer options, as CJ and Shareasale and a lot of other networks bring a large publisher base to you. It's still up to you to have a compelling product to sell and a lucrative commission for the publishers to sign up, but at least you have a head start there. If you don't need an affiliate base and are happy "building from scratch" and have ways to publicize your program, there are plenty of less expensive choices -- hasoffers.com is one that comes to mind.

I would definitely go with hasoffers for the long term (starting at $270/mo), however if budget is an issue "postaffiliatepro" (PAP) is a good solution at $49-$99 per month.

Hasoffers is the 2nd runner up in the space, but http://www.cakemarketing.com is the top choice of most professional affiliates. It may be slightly more expensive, but far more robust if you're looking to do meaningful volume.
