What should be the best Strategy for an IT start up (based in Norway) to expand operations in India?

As a part of our expansion strategy, we are looking forward to grow in India (preferable B'lore to start with). Before we set up a business unit and start working in India, we plan to spread the word and have a small team in India aimed at growing user base and eventually enter the market with a notable presence in about a year and plan for aggressive expansion. Would this be the right strategy? Thanks you so much in advance!!

It depends on your product and target audience.

My opinion - If you want a team of coders and engineers, Bangalore would be a good place to start. If you want mostly sales and marketing people, Delhi NCR might be a better option.

There is a lot of startup action happening all over India, but mostly in Bangalore and Delhi NCR.

An ideal customer would be any developer (this is a cross platform tool) who is already developing apps or is starting out to become an app developer and a designer.

Again the question is what product line you want to develop, what are your target customers etc.
In India start up is a buzz word, you can start any place like Kochi, BLR, HYD, GGN, NoiDa, PUNE to start your work, you get resources required for your work at all these places.

Since your product is specifically targeted for the developer community, I feel your choice of Bangalore makes sense. Hyderabad could also be a nice choice. However I feel you also need to zero in on whether you are going to target organized sector or the unorganized. As in, whether you will be targeting established companies who are into development, or the small setups and independent developers. Coz if you are looking more at freelancers than I feel Gujrat or NCR will be a better location.
