Project managers: what is the best online tool for referencing project steps/hours/budget ?

Question for project managers: what is the best online tool to use for creating a reference library for project standards (hours, budget, activities)...for example, a development team needs to create a product. This product has been created before but it's a new team. They need to pull the steps, hours, and budget, but what online tool is best for creating this as a reference, and not like a working template, etc. ?

Todd - I see they have all the buzzwords (Agile, Kanban, Scrum), but do they have this kind of library for creating task standard references?

I have worked on JIRA, ZOHO project and Redmine.

And I guess JIRA is one of the best tool where you can set Project tickets, assign hours and developer/tester. Also you can check the ticket life cycle time to time with hour tracking.

The best thing with JIRA is, it provides you APIs to work with some of the other tool useful in SDLC. And I am really not sure but it provides the GanttChart for project scheduling also that is really helpful while you have number of tickets and tight project schedule.
