Great question Bill. When policy makers are well informed, it allows wider
participation of governance by the public, in the Tech and Non-Tech
industry. The wider usage of smartphones by the people has given a boost to
many Internet & App development companies in coming up with the latest and
the best app that can meet customers' need.
With Tech-friendly policies especially for Startups, there would be an
advanced growth and development in this field. This can be clearly seen in
the emerging markets namely India and China.

Seems to me a primary driver is simply efficacy. I would highlight that. I saw a Code4America presentation last year that showed a great way to plan bus routes. It was built on Google Maps with no fluff and not integrated with other stuff. It automatically figured out the cost of a new route and these could be compared (by hand) Just enough to provide justification. It cut down planing a bus route from days to an hour, and was fun to use. After watching that, there is simply zero justification to stick with the old way.
Mark, there is no better awareness than talking to the public about your
product. The best way is to address the public in the form of a gathering
or a get-together in a public park, because it would be expensive to
organize any event in a hotel, not neglecting social media promotion and
other digital marketing activities. And do keep on reaching out to Tech

I suspect that what you see is the change in need of the government not the people and the way they make decisions. Government bureaucrats are guided by the need not to fail. They are not driven by the need to have a most up to date or the most cost efficient etc. That is why you see the choices of companies like the one hired to write the software for Obama Care. They presented a package saying they write government software and succeed. That is why most government contracts are not to start ups but to previous winners of contracts. Start ups have to spend time and money to get on a personal level with the decision maker to get a contract. Finding a person that had a personal relationship is the most cost effective.
So the need change is simply that their are few existing suppliers with relationships with the decision maker. So he has to pick from what is there weaker relationships.
