How to find a reliable Web designer/System Engineer to outsource your web project?

I've been searching for a reliable Web designer/System Engineer to out-source my Web project. A Community site for SME business owners.
I've used eLance, Freelancer and some similar local (Japan) sites without much success.
I am beginning to feel there are other route to find the really good one hiding out there and thought people in this group might know.

How did you find your Web designer/System Engineers?

Hi,

As always, use your network. LinkedIn might be a good starting point. But yes good freelancers are hard to find. Good freelancers usually have a good enough network and do not use sites like eLance to get new jobs.

I am located in The Netherlands so I cannot tell you much about the Japanse market, but there are always networks out there with good freelancers.

Mostly Good freelancers work through personal networks, that is true besides You can find a offshore Development house and give them the job to taken carer off.

In addition to the suggestion of using your network on LinkedIn, I'd recommend connecting with people via Meetup.com. The developers that go to meetups are, generally speaking, more heavily involved in the developer communities. Connect with the meetup organizer and let them know you're looking to work with someone on a freelance basis. They can pass your message on to the group. This is a much better approach than spamming the group, which can easily turn people off.

Thank you all. Nice to know there are other route to find a good Web Designers/ System Engineers( I knew they were hiding somewhere...). I will looking into the Meet Up code community here for recommendations as Dempsey-san has proposed and also look into some of your proposals.
