Can anyone recommend a pay-per-click platform with a open api?

I'm looking for a cost effective ppc platform that has...

1. Open api or white label
2. The ability to create ads on the fly based on a single keyword
or
3. Create multiple ad variations of ads based on one ad created?

Not sure if this is what you are looking for but AdMax Local automatically creates a campaign, launches to AdWords, manages the bids and budgets automatically. All you need to enter is what and where. It's a hyper-local targeted platform for PPC, auto manages bidding and budget. Especially good with low budgets. Does that sound like something you could use?
