Why is it that payment gateways are reluctant to partner with companies in the recruitment space?

I recently discovered a very strange thing when we were looking to integrate a payment gateway in our product
that when it comes to products in the recruitment space there is some silent unspoken agreement among all the payment gateway vendors in India that they would not want to partner with organizations in the recruitment space. We were rejected by PayTm,CCAvenue,ZaakPay and many other vendors for reasons unbeknownst to us.We finally went with Instamojo.

Is that a global scenario or is it something happening locally across the Indian subcontinent? Let's see what people have to say.

Payment Gateways in India by structure are very conservative on sign ups and tough to work with from documentation perspective. We have worked with few of the names you mentioned above and their response was sad ( we were doing a social gifting platform ). I am not sure if its specific to your industry the gateway providers generally tend to be tough to communicate with unless you are doing plain vanilla e commerce
