Paying Developers in Eastern Europe via credit card?

I worked with a great developer in Eastern Europe and am trying to send him money via credit card, specifically American Express. Is there an online service that allows sending money via Amex, while the recipient can connect their bank account located in Eastern Europe?

Thanks guys. Xoom doesn't list Eastern European countries. PayPal doesn't allow funding my transaction via cc, only bank account.

As for paypal funding - you can set up your card as the primary funding source and simply send payment. No need to transfer the money from cc to paypal prior to transaction.

what country are you paying to? It makes a big difference, since some are in the EU, which is way more flexible. Ukraine is the worst case.

For Ukraine i had to use Moneygram. The delays and fees are unacceptable for a longer term relation. They say there is a way to transfer money directly to a bank card with a US account, but my devs didn't know the details.

Open for him Amex your Corporate card here - as corporation employee - in US bank. Put on his card account an agreed amount and simply mail him that credit cart
