Balsamiq is a good option. It lets youhave click-through and clickable links to help you navigate within pages and follow links. Interactivity is limited as it is a wireframing tool.

One other option could be to create wireframes in Balsamiq and drop them into InvisionApp for better interactivity and the ability to share designs with other stakeholders.

If you search, you'll find a couple of great, comprehensive threads on this already.

I've recently been a huge fan of Form for mobile development. Honestly for web I mock it up myself. Definitely Balsamiq for some work. Generally I'm a fan of the more programmable prototyping framework/tools so that you can mock some fancier interactions and such. Here's another great example of that:

Mockflow has been good to me over the years. They have a library with public contributions that contains a bunch of elements to drop on the page and save you time.

Axureis all about interactivity. It will produce an html version with javascript actions, but don't expect the code to be clean. It is just a mockup tool. And it is by no means free.

Balsamiq is okay for any super quick wireframing that needs to be done. It is drag and drop, no real clickable mockups. But honestly, I prefer Illustrator for any wireframing. And again, not free.

LucidChart is turning out to be a pretty powerful app. It is an online tool and has a lot of capabilities past just wireframing. They do have a free version and an expanded paid version.

But, I believe all of these have free trials you can use to produce something. You just have 30 days to get it all done. :)

I like Moqups for quick, relatively standalone wireframing. You can import assets, but you also have a base of assets to start with. Others mentioned are a little more robust, but require more external interactivity.

Ti-Browser (www.ti-browser.com) is a great way to create 100% native UI demos. Although you have to create the UI screens using XML (GUI editor on the way) it can't be beat by present a 100% native experience. If you want the current or potential client to be blown away by a presentation that looks exactly like the final app will look, you can't beat Ti-Browser.

I have used Justinmind Prototyper and the template elements for iOS. It had a 30 day free trial, and I was done with prototyping well within that timeframe.

$19/mo per user

$25/mo for 1 user, $100 for up to 5 users
